摘　　要：城市雨水排放系统是重要的城市基础设施,事关城市雨水排放和内涝防治安全,并且与城市水环境质量密切相关。建设优质、高效、真正能够发挥保护水环境作用的城市雨水排放系统符合城市高质量发展的内涵。在高质量发展的目标下,城市雨水排放系统的优化建设不仅包括内涝防治体系的提标建设,而且应该包括对系统排水口出流污染的控制。“管理、绿色、蓝色、灰色”这一系列措施的有机结合,利用系统性思维,解决系统性问题,是真正实现城市雨水排放系统高质量发展之路的根本途径。Urban rainwater drainage system is an important urban infrastructure,which is related to the safety of urban rainwater drainage and waterlogging prevention,and is closely related to the quality of urban water environment.Building a high-quality,efficient and truly able to play a role in protecting the water environment is in line with the connotation of high-quality urban development.Under the goal of high-quality development,the optimal construction of urban rainwater drainage system should not only include the construction of waterlogging prevention system,but also include the control of the outflow pollution of the drainage outlet of the system.The organic combination of management,green,blue&gray measures and the use of systematic thinking to solve systematic problems are the fundamental way to truly realize the high-quality development of urban rainwater drainage system.
