采供血机构国家重点专项绩效评价指标建立的研究

摘　　要：目的建立采供血机构国家重点专项绩效评价的指标,为采供血机构的重点专项绩效评价提供科学可靠的方法。方法通过文献回顾法和德尔菲专家咨询法,建立采供血机构国家重点专项绩效的评价指标。通过向专家发送指标调查问卷,使用层次分析法计算各个指标的权重。结果共建立3项一级评定指标,12项二级评定指标。预算编制、项目管理和项目产出3个一级指标的权重分别为0.301,0.267和0.432。结论通过构建采供血机构国家重点专项绩效指标,可对该过程进行可量化的科学评价。Objective To establish performance evaluation indicators and provide a scientific and reliable method for the performance evaluation for national key special projects of blood center.Methods Through literature review and Delphi method,the evaluation indicators for the national key special project performance of blood center were established.By send-ing indicator questionnaires to experts,the analytic hierarchy process was employed to determine the weights of each indica-tor.Results A total of 3 first-level evaluation indicators and 12 second-level evaluation indicators were established.The weights of the three first-level indicators of budget preparation,project management and project output were 0.301,0.267 and 0.432,respectively.Conclusion By constructing the national key special project performance indicators of blood cen-ter,a quantifiable scientific evaluation of this process can be conducted.
