农业科研单位差旅费报销风险识别与优化路径探讨——以江苏省农业科学院租赁社会车辆报销为例

摘　　要：近年来,通过差旅费套取科研经费的现象屡见不鲜,如何在“放管服”改革背景下防范风险、优化管理、护航科研成为重要课题。文章结合目前农业科研单位差旅费管理中存在的问题,梳理科研差旅费报销存在的风险表现形式及原因,并以江苏省农业科学院租赁社会车辆管理为例,从申请环节、使用环节、报销环节、监督环节四个关键环节入手,遵循闭环管理原则,提出全流程优化对策,以期为其他农业科研单位提供参考。In recent years,the phenomenon of obtaining scientific research funds through travel expense fraud has become increasingly common.Under the background of the"streamlining administration and delegating power,improving regulation,and upgrading services"reform,it has become an important topic to prevent risks,optimize management,and safeguard scientific research.This article combined the problems existing in the management of travel expenses in agricultural scientific research institutions,sorted out the risk manifestations and reasons for the reimbursement of scientific research travel expenses,and took the management of leased social vehicles by Jiangsu Academy of Agricultural Sciences as an example.Starting from four key links:application,use,reimbursement,and supervision,following the principle of closed-loop management,it proposed full-process optimization strategies in order to provide references for other agricultural scientific research institutions.
