摘　　要：政策协同评价旨在优化政策制定,提升政策效率,强化政策效能。基于政策建模一致性(PMC)指数模型衡量政策文本一致性的功能,以及政策协同实现政策一致性的内涵,设计基于PMC指数的政策协同评价方法。构建政策协同指数评价协同状态,基于地方发文趋势评价协同速度,结合协同状态与协同速度划分协同类型,实现政策协同评价。以中国工业互联网政策为例对该方法进行实证,分别搜集中央与地方政策,基于中央政策文本内容构建指标体系,在地方政策文本内容上进行指标计算,再进行协同类型划分。中国31个省级行政区(未含港澳台地区)被划分为6种不同的协同类型,进一步分析不同协同类型,为工业互联网政策的优化提供相应的建议。该评价方法拓展了PMC指数模型的分析范畴,为在政策文献量化视角下开展政策协同评价提供参考。Policy coordination evaluation aims to optimize policy formulation,enhance policy efficiency and strengthen policy effectiveness.Based on the PMC index model to measure the function of policy text consistency and the connotation of policy coordination to achieve consistency,the policy coordination evaluation method is designed.The policy coordination index is constructed to evaluate the coordination state,the coordination speed was evaluated based on the trend of local publication,and the coordination type is divided according to the coordination state and coordination speed,so as to realize the policy coordination evaluation.Taking China's industrial internet policy as an example,this method is demonstrated.Central and local policies are collected respectively,an indicator system is constructed based on the central policy text content,and indicators are calculated based on the local policy text content,and then collaborative types are divided.The 31 provincial administrative regions in China(excluding Hong Kong,Macao,and Taiwan)are divided into 6 different types of coordination,and further analysis of different coordination types provide corresponding suggestions for the optimization of industrial Internet policies.This evaluation method expands the analysis scope of PMC index model,it provides a reference for carrying out policy collaborative evaluation from the quantitative perspective of policy literature.
