减污、降碳与经济高质量发展——基于我国沿海三大城市群的实证研究

摘　　要：以减污、降碳协同增效为总抓手,促进二氧化碳与环境污染物的协同减排,推动经济增长方式的转型,为高质量发展产生深远的影响.基于2010—2020年中国三大城市群面板数据,对减污强度、碳排放和经济高质量发展的时空演变特征进行分析,并采用固定效应模型及门槛模型实证研究减污、碳减排及二者交互项对经济高质量发展的影响.结果发现:①三大城市群减污强度呈增强态势,在空间上呈现由东南向西北转移的演变态势.碳排放水平整体呈波动上升趋势,碳排放存在显著的空间非均衡性特征,经济高质量发展总体水平在不断提升,高水平的经济高质量发展集中在京津冀城市群和长三角城市群.②减污和碳减排均能显著推进三大城市群经济高质量发展,但减污与碳减排尚未实现良好的互动,对经济高质量发展的促进作用也尚未显现;不同城市规模对三大城市群在经济发展中呈现出明显的差异,不同城市群在不同的发展水平下对经济高质量发展的作用呈现异质性.此外,通过实证分析发现,碳减排对经济高质量发展的促进作用存在门槛效应.It is of great significance to promote high-quality economic development by promoting coordinated emission reduction of carbon dioxide and environmental pollutants and advancing the transformation of economic growth mode with the focus on the synergistic efficiency of pollution reduction and carbon reduction.Based on the panel data of three major urban agglomerations in China from 2010 to 2020,this paper analyzes the spatio-temporal evolution characteristics of pollution abatement intensity,carbon emission and high-quality economic development,and empirically analyzes the impacts of pollution abatement,carbon emission reduction and their interaction terms on high-quality economic development by using the fixed-effect model and threshold model.The results showed that:①the intensity index of environmental regulation in the three major urban agglomerations showed a trend of strengthening,and showed a spatial trend of shifting from southeast to northwest.The level of carbon emission fluctuated and increased,and there was a significant spatial non-equilibrium feature of carbon emission.The overall level of high-quality economic development continues to improve,with high-quality economic development concentrated in the Beijing-Tianjin-Hebei city cluster and the Yangtze River Delta city cluster.②Both pollution reduction and carbon emission reduction can significantly promote the high-quality economic development of the three urban agglomerations,but the interaction between pollution reduction and carbon emission reduction has not yet been realized,and the promoting effect on high-quality economic development has not yet emerged.Different city sizes have obvious differences on the high-quality economic development of the three urban agglomerations.For different urban agglomerations,different levels of high-quality development have different effects on high-quality economic development.In addition,the threshold model is used to test the existence of a threshold effect of carbon emission reduction on promoting high-qua
