高质量发展背景下西藏要素禀赋分析与优化策略

摘　　要：高质量发展是全面建设社会主义现代化国家的首要任务,西藏经济由外延式粗放型经济发展方式向高质量发展转型成为必然。在此背景下,基于2011-2020年西藏统计数据,遵循要素禀赋理论和经典柯布-道格拉斯增长模型,从资本禀赋、劳动禀赋、科技禀赋和自然禀赋4个方面构建要素指标,分析西藏高原要素禀赋及结构关系,并从优化资本要素结构、提高劳动数量和质量、提高技术进步和创新能力、生态价值与经济价值转换等方面提出相应的要素禀赋优化策略,实现高原经济高质量发展和真正意义上的经济收敛。High quality development is the primary task of a socialist modernized country.And the transformation of Xizang,s economy from an extensive economic development model to high-quality development has become inevitable.Based on the statistical data of Xizang from 2011 to 2020,following the theory of factor endowment and Cobb Douglas growth model,this paper analyzes factor endowment and its structural relationship from capital endowment,labor endowment,technological endowment and natural endowment.Based on this,this study proposes corresponding optimization strategies for factor endowments,such as optimizing the structure of capital elements,increasing the quantity and quality of labor force,improving technological progress and innovation capabilities,transforming ecological and economic values and so on,to achieve high quality development of the plateau economy and economic convergence.
