摘　　要：在确立全过程人民民主理念和价值共识的基础上,全过程人民民主的进一步发展应基于实践,被视为一种“进行式”和“操作性”的概念。作为一个实践重于理论的概念,有必要用实践定义全过程人民民主的内涵,用实践评价全过程人民民主的程度,用实践指明全过程人民民主的方向,进一步加深对全过程人民民主实践品格和行动价值的认知。挖掘并弘扬践行全过程人民民主的实践资源,要基于党不断完善内部管理和内部建设、高度重视并大力支持国家政权的民主建设、积极推动社会自主成长和社会自我管理三个方面提出具象化的行动方案。从党的第二个百年奋斗目标和社会主义政治文明建设的高度出发,发展全过程人民民主需要进一步加深对全过程人民民主“进行式”的理解,高度重视践行和发展全过程人民民主的政治意义,努力提高满足人民群众政治生活需要的供给能力和供给水平,扎实推进全过程人民民主的实践进程。Based on establishing a consensus regarding the conceptual value of whole-process people's democracy,its further development should be grounded in practice and viewed as both a concept of“progression”and“operationalization”.As a concept that emphasizes practice over theory,it is essential to define the essence of whole-process people's democracy through real-world application,assess its effectiveness through practice,and use practical experience to guide its direction,so as to further deepen the understanding of the practical nature and actionable value.To effectively harness and promote the practical resources for implementing whole-process people's democracy,it is crucial to develop a concrete action plan based on three aspects:the Party's ongoing improvement of internal management and organizational development,its strong support for the democratic construction of the state authority,and its active promotion of societal autonomy and self-governance.From the perspective of the Party's second centennial goal and the advancement socialist political civilization,the development of whole-process people's democracy requires a deeper understanding of its“progression”,attach great importance to the political significance of practicing and developing whole-process people s democracy,strive to improve the capacity and quality of democratic institutions to meet the political needs of the people,and thus ensure the solid advancement of whole-process people's democracy in practice.
