资源整合视域下我国残疾人公共体育服务体系优化研究

摘　　要：基于政府与社会资源整合的视角和基础理论,优化具有中国特色的残疾人公共体育服务体系既存在现实制度基础,同时也是我国残疾人体育以及相关体育职能部门实现体制突破的重大机遇。研究认为,如今针对残疾人公共体育服务体系的资源整合关键在于紧密围绕残疾人公共体育服务基本体系框架,在残疾人公共体育服务需求侧强化需求牵引能力,健全需求表达机制并建立动态的反馈优化流程;资源配置亟待完善两级法规细则的同时积极落实在地化思考,实现多元分配主体模式并强调有效的宏观调控,从而以优化体育资源整合机制为契机和手段,进一步推动我国残疾人公共体育服务体系的构建与完善。Based on the perspective and foundational theory of government and social resource integration,optimizing the public sports service system for people with disabilities with Chinese characteristics not only has a realistic institutional foundation but also presents a significant opportunity for breakthroughs in the system of disability sports and related sports functional departments in China.This paper concludes that the key to integrating resources for the public sports service system for people with disabilities lies in closely aligning with the framework of the basic service system.This includes enhancing demand-driven capabilities on the demand side,improving demand expression mechanisms,and establishing a dynamic feedback optimization process.Moreover,refineing the two-tier regulatory details while actively implementing localized thinking is cracial to achieve a model with multiple distribution entities and emphasizeing effective macroeconomic regulation.By optimizing the sports resource integration mechanism,we can further promote the construction and improvement of the public sports service system for people with disabilities in China.
