摘　　要：推进健康中国建设是贯彻党的二十大精神的重大战略部署,也是实现健康共同富裕与建设社会主义现代化强国的重要战略支撑。文章基于健康中国行动推进现状,旨在综合评估健康中国行动重点战略任务实施过程中的成效与挑战,为党的二十大以后全面推进健康中国建设以及补齐卫生健康事业发展短板提供科学、有力的证据,探索理论与实践相结合的中国特色健康促进道路。随着健康中国战略的全面实施,健康中国行动取得了全方位、历史性的成绩,全民健康水平显著提高,健康生活方式全面普及,健康服务体系逐渐完善,健康保障制度更加健全,健康环境建设深入推进,健康支撑体系不断强化。然而,当前健康中国行动仍面临着城乡健康生活方式不平等、健康管理服务供给与需求存在结构性矛盾、基层医疗卫生服务机构质量仍需提升、多方参与健康治理合力有待加强等挑战。对此,提出推动乡村振兴与健康中国相衔接、构建高质量的大健康服务体系、数字赋能区域健康联合体建设、改革创新健康促进社会动员机制等对策建议。Promoting the construction of a Healthy China is a major strategic plan to implement the spirit of the 20th Party Congress,and is also an important strategic support for the realization of common wealth in health and the construction of a strong modern socialist country.Based on the current situation of the Healthy China Initiative,this paper aims to comprehensively assess the effectiveness and challenges in the implementation of the key strategic tasks of the Healthy China Initiative,to provide scientific and powerful evidence for the comprehensive promotion of the construction of a Healthy China after the 20th CPC National Congress as well as to make up for the shortcomings in the development of health care,and to explore the road of health promotion with Chinese characteristics by combining theory and practice.With the comprehensive implementation of the Healthy China Strategy,the campaign has made all-round and historic achievements,with significantly improved health level of the whole population,the comprehensive spread of healthy lifestyles,the gradually improved health service system,a sounder health protection system,the deeply promoted construction of a healthy environment,and a continuously strengthened health support system.However,the current Healthy China Initiative still faces challenges including inequality in healthy lifestyles in urban and rural areas,structural contradictions between the supply of and demand for health management services,the need to improve the quality of grassroots medical and healthcare service organizations,and the need to strengthen the synergies of multiple parties involved in health governance.In this regard,countermeasures and suggestions have been put forward to promote the linkage between rural revitalization and a Healthy China,build a high-quality health service system,digitally empower the construction of regional health consortia,and reform and innovate the social mobilization mechanism for health promotion.
