回应性制度赋能:新时代基层党员领导干部政治能力建设的制度分析

摘　　要：党的事业,根基在基层,关键在干部。随着中国特色社会主义进入新时代,发展阶段的升级、主要矛盾的转化、奋斗目标的转向以及发展环境的不确定性,给基层政治接续有效带来了新挑战,基层党员领导干部政治能力建设成为新时代中国基层政治接续有效的核心议题。从“政党回应、制度赋能与有效政治”的分析框架透视,新时代基层党员领导干部政治能力建设,实际上是党回应时代环境、时代使命和时代需求的变化,坚持和完善党的政治能力建设制度,创新制度赋能的组织实践和自我实践,提高基层党员领导干部政治能力,实现基层有效政治的政治行动。新时代新征程应以基层政治的有效性为导向,持续加强基层党员领导干部政治能力提升的制度建设,积极构建“内外双生、多层复合”的均衡性制度框架。The Party’s cause is rooted in the grassroots,and the key lies in the cadres.As the new era of socialism with Chinese characteristics ushered,the upgrading of the development stage,the transformation of the main contradiction,and the shift of the goal of struggle and the uncertainty of the development environment have brought new challenges to the effective continuation of grassroots politics.The political capacity building of grassroots party members and leading cadres has become the core issue for the effective continuation of grassroots politics in the new era.From the perspective of“Party response,institutional empowerment and effective politics”,the political capacity building of grassroots party members leading cadres in the new era actually means that the Party responds to the changes of the environment,mission and needs of the times,adheres to and improves the political capacity building system,innovates the organizational practice and self-practice of institutional empowerment,and improves the political capacity of grassroots party members leading cadres,achieves effective political action at the grassroots level.The new journey and the new era should be guided by the effectiveness of grass-roots politics,continue to strengthen the institutional construction of the political ability of grass-roots party members and leading cadres,and actively build a balanced institutional framework of“internal and external integration and multi-layer compound”.
