“二元社会结构”理论下地方特色渔业的发展——以大连市海参产业为例

摘　　要：海参全产业链的迅猛发展,已成为中国沿海尤其是北方沿海渔业经济的支柱产业,在区域渔业增收、渔民增效中发挥着巨大作用。追溯大连海参产业崛起发展的历程,将结合“二元社会结构”理论,分析在产业不同阶段中,以政府力量为主导的“伞式”社会和以民间力量为主导的“蜂窝式”社会在推动产业发展中发挥着怎样的作用。通过分析发现两股力量在产业发展中不断调整发挥各自的效用,共同推动大连海参产业优化升级。无论在产业发展的哪一个阶段,单靠一方的力量是不会成功的,政府力量与民间力量相互作用配合的结果正是大连海参能够脱颖而出的重要原因。希望以此个案为中国其他特色渔业的发展提供借鉴。The rapid development of the sea cucumber industry chain has become a pillar industry of China′s fishery economy along the coastline,especially along the northern coast,and plays a great role in increasing the income of the regional fishery industry and the efficiency of the fishermen.Tracing the rise and development of sea cucumber industry in Dalian,this paper will combine the theory o“f dual social structure”to analyse the role of“umbrella”society dominated by the government and“honeycomb”society dominated by the civil society in promoting the development of the industry in different stages of the industry.What roles are played by the government-dominated“umbrella”society and the civil society-dominated“honeycomb”society in promoting industrial development at different stages of the industry.Through the analysis,it is found that the two forces continuously adjust and play their respective roles in the industrial development,and jointly promote the optimization and upgrading of the sea cucumber industry in Dalian.No matter at any stage of industrial development,relying on the power of one party alone will not be successful,and the result of the interaction between the government power and the private power is the important reason why Dalian sea cucumber can stand out.It is hoped that this case will provide a reference for the development of other speciality fisheries in China.
