信义治理:“第二个结合”视阈下改进城市基层治理的新理念

摘　　要：相对于传统乡土社会,现代城市社会的一个显著特点是社会关系较为疏离。随着我国社会城镇化和信息化进程快速推进,社会关系的疏离在一定程度上导致社会信任弱化和公共精神不足,由此给城市基层治理带来挑战,如小区物业纠纷频发、邻里关系冷漠化、治理效能不高等问题。信义思想是中华优秀传统文化的重要组成部分,是中国人人际交往和社会活动的重要遵循,对于调适社会关系和提升基层治理效能具有积极意义。将信义思想与现代城市基层治理实际相结合,深入推进信义治理落地生根,是加强和改进城市基层治理的新思路,也是“第二个结合”在基层治理中的创新应用。信义治理要求在党建引领下,秉持信义理念构建多方治理主体互信机制;以信息公开透明为基本遵循化解信任危机;以情理法融合为指引构建融洽社会关系,形成诚信友善、和谐互助的社会氛围,从而持续推进和完善城市基层治理。Compared to traditional rural societies,a prominent feature of modern urban societies is the relatively distant social relationships.As urbanization and informatization rapidly advance in China,the alienation of social relationships has to some extent led to the weakening of social trust,which has increasingly highlighted various social issues,such as frequent property disputes in residential areas,indifferent neighborhood relationships,and low governance efficiency.The belief in integrity is an essential component of excellent traditional Chinese culture.It is an important guideline for Chinese social interaction and behavior,and has positive significance in adjusting social relationships and improving grassroots governance efficiency.Integrating the ideology of integrity with modern urban grassroots governance and deepening the promotion of integrity governance is a new approach to promoting urban grassroots governance,and an innovative application of the“second combination”in grassroots governance.The concept of integrity governance requires the construction of a mechanism of mutual trust among multiple governance subjects based on faith.Resolving trust crises based on information transparency,and taking the integration of feelings,reason and law as the path,we aim to build harmonious social relationships,achieve a social atmosphere of honesty,friendliness,harmory and mutual assistance among residents,soasto continuously promote and improve grassroots governance.
