摘　　要：本文试图从历史纵向维度和行业横向比较,探究设备监理工作的内涵属性,通过引证古代的监理制度,对比军代表制度、建设监理制度、国际通行做法等,揭示设备监理业务的本质是对设备质量安全的监督管理,设备监理是国家质量基础设施的组成部分,设备监理工作者实际上是质量工作者。希望通过定位设备监理属性,阐释设备监理工作的重要性和独特性,能够重构和完善独立的设备监理管理体系、管理模式和法律法规制度体系,尤其是在我国从制造大国加快迈向制造强国的今天,充分发挥好设备监理的作用,对国家发展有着现实和历史的深远意义。This article attempts to explore the connotation and attributes of equipment supervision from the perspective of historical longitudinal dimension and industry horizontal comparison.By citing the ancient supervision system,comparing the military representative system,construction supervision system,and international practices,it is revealed that the essence of equipment supervision business is the supervision and management of equipment quality and safety,equipment supervision is a part of the national quality infrastructure,and equipment supervision workers are actually quality workers.It is hoped that by positioning the attributes of equipment supervision,independent equipment supervision management system,management model,and legal and regulatory system can be reconstructed and improved so that the function of equipment supervision can be better manifested.This has profound practical and historical significance for the development of the country.
