土地财政是否抑制了区域创新?——基于252个城市细分行业专利数据的实证分析

摘　　要：探讨土地财政对区域创新的影响效应及作用机制,对我国实现“创新驱动引领高质量发展”具有重要意义。该文利用2009—2017年252个地级及以上城市制造业各细分行业发明专利数据,结合系统广义矩估计方法(GMM)考察土地财政对区域创新的影响。研究发现:土地财政会抑制区域创新;进一步的机制检验表明,土地财政主要通过“以地生财”和“以地引资”两种方式抑制区域创新;异质性分析表明,东部地区土地财政对区域创新的抑制作用超过中西部地区,高依赖区土地财政对区域创新的抑制作用高于低依赖区。为此,要继续推进地方政绩考核制度改革和政府间财政分配制度改革、调整土地供应制度、实行差异化的税收政策和土地管理政策,切实推进要素驱动向创新驱动发展模式转变,助推高质量发展。Exploring the effects and mechanism of land finance on regional innovation is of great significance to achieve“high-quality development driven by innovation”in China.Based on the invention patent data from 2009 to 2017 of the manufacturing industry subdivisions of 252 cities at the prefecture level and above,the influence of land finance on regional innovation was investigated with the systematic Generalized Method of Moments(GMM).The results show that land finance will inhibit regional innovation;the further mechanism test shows that land finance mainly inhibits regional innovation through two ways:“generating wealth with land”and“attracting capital with land”.The heterogeneity analysis shows that the inhibitory effect of land finance on regional innovation in the eastern regions was greater than that in the central and western regions,and the inhibitory effect of land finance on regional innovation in the high-dependency region was higher than that in the low-dependency region.Thus,we should further advance the reform of the local government performance evaluation system and inter-governmental fiscal allocation system,make adjustments to the land supply system,implement differentiated tax policies and land management policies,and effectively promote the transformation from a factor-driven development model to an innovation-driven one,to facilitate high-quality development.
