摘　　要：20年来上海不断推进社区文化活动中心建设发展,全市街道乡镇已基本实现“15分钟公共文化服务圈”全覆盖。一是坚持“以人为本”,不断织密基层公共文化服务设施网络,助推公共文化服务均衡化发展。二是坚持政府主导、社会力量参与,对社区文化活动中心进行专业化、标准化、社会化管理,不断增强公共文化发展活力。三是坚持多元融合发展,打造共建共享新模式,提升公共文化服务品质和效能。Over the past 20 years,Shanghai has been constantly pushing forward the construction and development of community cultural activity centers,achieving full coverage of the“15-minute public cultural service circle”across its neighborhoods and townships.Firstly,it adheres to the“peopleoriented”principle and continuously strengthens the network of basic public cultural service facilities at the grassroots level,thus promoting the balanced development of public cultural services.Secondly,through government leadership and active participation of social forces,Shanghai carries out professional,standardized and socialized management of community cultural activity centers,enhancing the vitality of public cultural development.Thirdly,by fostering a model of diversified integration,the city has pioneered joint construction and resource sharing to improve the quality and efficiency of its public cultural services.
