摘　　要：数字经济普及和新质生产力培育加速了中国高质量发展的进程,并对区域经济的布局和政策演化产生了深刻影响。基于高质量发展的目标,区域发展从微观的生产环节和宏观的产业体系、生产力布局催生了新质生产力。同时,结合中国式现代化的政策演化,区域发展政策与生产力演化脉络相融合,衍生出包括供求转换、特征演化和政策更新的特征。最后指出,数字经济对新质生产力多维促进,包括市场主体的数字效应和政府的数字治理,特别是政府在数字治理中中央政府的事权下放、地方政府间及地方政府的行为调整。此外,城市群作为区域发展的新主体,在新质生产力的布局与生产关系转型中扮演着重要角色。城市群的发展不仅促进了产业集聚和转移,还推动了政策精准化和区域协调发展。整体而言,在新时代背景下,以数字经济为代表的先进生产力在推动生产力更新、区域协调发展和实现高质量发展中发挥着关键作用。The popularization of digital economy and the cultivation of new quality productive forces have accelerated the construction of high-quality development in China,and has a profound impact on the layout and policy evolution within regional economy.Based on the goal of high-quality development,regional development has given rise to new quality productive forces from the micro-level production processes,the macro-level industrial systems and the productive forces layouts.At the same time,combined with the policy evolution of Chinese-style modernization,regional development policies are integrated with the evolution of productive forces,deriving the characteristics including the transformation of supply and demand,characteristic evolution and policy renewal.Finally,this paper points out that the digital economy promotes new quality productivity in multiple dimensions,including the digital effect of market entities and the digital governance of the government,especially the decentralization of authority from the central government and behavior adjustments among and within local governments in the digital governance.In addition,urban agglomeration,as the new entity of regional development,plays a key role in the layout of new quality productive forces and the transformation of production relations.The development of urban agglomeration not only promotes industrial agglomeration and transfer,but also promotes policy precision and coordinated regional development.Overall,in the context of the new era,advanced productive forces represented by the digital economy play a key role in promoting the renewal of productive forces,coordinated regional development and achievement of high-quality development.
