摘　　要：在全球治理体系变革过程中,西方“赋权”型治理模式因未能充分回应发展中国家的现实诉求而面临困境。随着发展中国家话语权的增强,中国等新兴国家提供了以发展为导向的全球治理理念和实践。发展导向型全球治理的核心议题是发展,制度建设立足于发展目标,在发展中解决社会问题,呈现共同需求驱动、包容性援助和共生式合作特征。中国以“一带一路”倡议为平台,通过全球发展倡议提出发展导向型全球治理的实践方案。尽管中国方案面临着治理模式竞争、集体行动困境、美国政治极化等挑战,但“全球南方”的崛起将为发展导向型全球治理提供内在动力并拓展实践路径。中国参与全球治理的系统路径是带动国际社会共同发展,与“全球南方”伙伴共同发展,中国的全球治理实践与“全球南方”崛起互相助力。In the process of the reform of the global governance system,the Western“empowered”governance model is facing diffi culties due to its failure to adequately respond to the realistic demands of developing countries.With the increasing voices of developing countries,China and other emerging countries have provided the concept and practice of development-oriented global governance.The core content of development-oriented global governance is development,while institutional building is based on development goals,and social problems are addressed in the course of development.It is characterized by such features as common demand-driven,inclusive assistance and symbiotic cooperation.Taking the Belt and Road Initiative as a platform,China has put forward a practical solution for development-oriented global governance through the Global Development Initiative.Although the Chinese solution faces challenges such as competing governance models,collective action dilemmas,and political polarization in the United States,the rise of the“Global South”will provide intrinsic impetus for development-oriented global governance and expand practical paths.The systemic path of China’s participation in global governance is to drive the common development of the international community and develop together with its partners in the“Global South”.China’s global governance practice and the rise of the“Global South”are mutually reinforcing.
