摘　　要：近年来,美日同盟得以大幅强化,南海问题成为美日协同推进“印太战略”、拼凑“遏华小圈子”的重要抓手。美日通过外交配合、军事勾连和升级美日菲三边合作等举措加强在南海合作,其中,美日菲三边安全合作成为美日机制化介入南海、推进“三海联动”的新管道。美日加强南海合作的主要动因在于,两国均重视南海的战略通道地位,图谋利用南海问题维护美主导下的海洋秩序,并需借助对方优势实现各自地缘战略。美日企图借南海问题拼凑多圈层对华海上威慑体系,抬高紧张局势,破坏地区稳定,增加了中国与东盟管控南海问题的难度,导致中国周边战略安全环境更趋复杂严峻。美日加大对南海的介入将是长期趋势,中国需高度警惕、坚决反制,同时加强与东盟在南海问题上的对话与合作,共同维护南海的和平与稳定。In recent years,the US-Japan alliance has been significantly strengthened,and the South China Sea issue has become an important starting point for the US and Japan to jointly promote the“Indo-Pacifi c Strategy”and piece together a“small circle of countries”to contain China.The United States and Japan have strengthened cooperation in the South China Sea through diplomatic coordination,military collusion and upgrading of the trilateral cooperation among the US,Japan and the Philippines,making the US-Japan-Philippines trilateral security cooperation framework a new channel for the US and Japan to institutionalize their intervention in the South China Sea issue and promote the so-called“three-sea linkage”.The main motivation for the US and Japan to strengthen cooperation in the South China Sea is that both countries attach great importance to the status of the South China Sea as an important strategic passageway,seek to use the South China Sea issue to build a maritime order led by the United States,and need to make use of each other’s advantages to realize their respective geo-strategies.The US and Japan are trying to use the South China Sea issue to put together a multi-layered maritime deterrence system against China,raise tensions in the region,undermine regional stability,and increase the difficulty for China and ASEAN to manage the South China Sea issue,thus making the strategic and security environment around China more complex and severe.The increasing involvement of the United States and Japan in the South China Sea will be a long-term trend,and China needs to be highly vigilant and resolutely take countermeasures,while strengthening dialogue and cooperation with ASEAN on the South China Sea issue to jointly safeguard peace and stability in the South China Sea.
