摘　　要：近年来印度外交更为“自信”,愈发展现出进取态势。莫迪第三次执政后,印度外交战略呈现出持续深化与美西方国家合作、“东西并进”深耕亚太和中东、加强在南亚及印度洋的领导地位、拓展与地区大国合作、抢争“全球南方”领导者地位等特点。莫迪政府的外交战略演进,既受到美西方国家的“战略诱拉”等外部因素的作用,更源于其国内印度教民族主义盛行和领导型大国战略目标的内在驱动。莫迪政府的对外战略布局明显影响其对华政策,目前中印边境地区管控难题依然存在,印度的“脱钩”政策冲击了中印经贸和人文合作,两国在多边领域的竞争愈发凸显。In recent years,India has become more confident and enterprising in diplomacy.Since the Modi administration entered its third term,India’s diplomatic strategy has shown such characteristics as continuously deepening cooperation with the United States and the West,consolidating relations with countries in the Asia-Pacifi c and Middle East by way of“advancing both eastward and westward”,strengthening India’s leadership in South Asia and the Indian Ocean,expanding cooperation with regional powers,and striving for the leadership position of the“Global South”.The evolution of the diplomatic strategy of the new Modi administration is not only influenced by such external factors as the“strategic inducement”of the US and the West,but also driven by the prevalence of Hindu nationalism and the pursuit of the strategic goal of becoming a leading power within India.The diplomatic strategy of the Modi administration has obviously aff ected India’s policy towards China.At present,the problem of managing and controlling the border areas between China and India still exists,India’s“decoupling”policy has obviously aff ected the economic,trade and cultural cooperation between China and India,and competition between the two countries in the multilateral fi elds is becoming increasingly prominent.
