摘　　要：Since the founding of the People’s Republic of China,and particularly since the 18th National Congress of the Communist Party of China(CPC),historic achievements have been made under the strong leadership of the CPC Central Committee with Xi Jinping at its core.The basic rights of people with disabilities,including the right to survival and the right to development,have been comprehensively safeguarded,significantly enhancing their sense of well-being,happiness,and security.新中国成立以来特别是党的十八大以来,在以习近平同志为核心的党中央坚强领导下,中国残疾人事业取得历史性成就,广大残疾人生存权得到稳定保障,发展权得以更好实现,获得感、幸福感、安全感显著提升。随着经济社会快速发展,不断满足残疾人日益增长的精神文化需求,充分保障残疾人文化权利,对于残疾人体验生命意义、提升生活质量,促进社会的平等、正义、融合、和谐具有重要意义。
