摘　　要：加强涉外法治建设、促进中国特色大国外交是习近平法治思想和习近平外交思想以及两者有机结合的生动实践。党的二十届三中全会通过了《中共中央关于进一步全面深化改革推进中国式现代化的决定》,这份纲领性文件在完善中国特色社会主义法治体系方面再次强调加强涉外法治建设并做出专门部署,这为中国全面发展对外关系提供系统性法律支撑。2023年中国《对外关系法》的出台是以涉外法治推动大国外交的里程碑式立法成就,为变乱交织的世界提供了确定性、透明度、责任感和公信力。法治视角下的中国特色大国外交具有自己的鲜明特色和世界意义,也取得了一些创新性发展和历史性突破。中国涉外法治的发展意味着国内法治与国际法治的双向兼顾和深刻互联,体现了中国法治建设内涵与外延的深刻变化,也彰显了中国在全方位开展大国外交、坚持真正的多边主义、促进全球治理体系更加公平公正和构建人类命运共同体推进方式等方面的进步。明确的政策引领与有力的法治保障将推动中国特色大国外交行稳致远。Strengthening the construction of foreign-related rule of law and promoting China's major-country diplomacy with Chinese characteristics represents a vivid embodiment of Xi Jinping Thought on Rule of Law and Xi Jinping Thought on Diplomacy,as well as their organic integration.The Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization,a programmatic document adopted at the third plenary session of the 20th Central Committee of the Communist Party of China,once again emphasized the strengthening of foreign-related rule of law and made special arrangements in terms of improving the socialist rule of law system with Chinese characteristics.This will provide institutional guarantees for China's major-country diplomacy with Chinese characteristics and provide systematic legal support for the comprehensive development of foreign relations.The promulgation of China's Foreign Relations Law in 2023 marks a milestone legislative achievement in advancing major-country diplomacy with foreign-related rule of law.It reflects the maturity of China's major-country diplomacy and offers certainty,transparency,responsibility and credibility to a world undergoing profound changes and challenges.China's major-country diplomacy with Chinese characteristics from the perspective of the rule of law has its own distinctive characteristics and global significance.It has also achieved innovative developments and historic breakthroughs.The advancement of China's foreign-related rule of law reflects the two-way consideration and profound interconnection of the rule of law at home and in foreign-related affairs,indicating the profound improvement in the connotation and extension of China's construction of the rule of law.Furthermore,it underscores progress in China's all-round major-country diplomacy,adherence to true multilateralism,promotion of global governance,efforts to build a community of shared future for humankind,and the enhancement of the capaci
