摘　　要：当代中国面临大国非均衡发展难题,实行统筹治理是国家破解非均衡发展难题的有效路径。当代中国国家统筹治理几乎涉及国家治理的所有内容,贯穿当代中国国家治理的全进程,呈现出政党主导性、全面性、系统性、整体性、上下贯通性、平衡性等鲜明特征。国家统筹治理的所有活动都指向了国家均衡发展这一共同目标。在实现国家均衡发展过程中,当代中国国家统筹治理降低了国家内部冲突,强化了国家整合,将国家的规模优势转变成了国家的发展优势,提升了国家发展的质量。无论是从历史的视角看,还是从比较的视角看,当代中国国家统筹治理都是在一种非常独特的政治环境之中运行的。要解释当代中国国家统筹治理的有效性,破解当代中国均衡发展之谜,需要理解这种政治环境的独特性。Contemporary China is faced with the problem of uneven development in such a large country,and the implementation of coordinated governance is an effective way for the state to solve the problem.Coordinated governance in contemporary China involves virtually all elements of national governance and runs through the entire process of national governance.It presents such distinctive features as being led by the Party,and being comprehensive,systematic,integrated,unimpededly communicated and balanced.All the activities of coordinated national governance are directed towards the common goal of balanced national development.In the process of realizing balanced national development,coordinated governance in contemporary China has reduced internal conflicts,strengthened national integration,transformed the country\s scale advantage into its development advantage,and improved the quality of national development.Whether viewed from a historical perspective or from a comparative perspective,coordinated governance in contemporary Chinese operates in a very unique political environment.The uniqueness of this political environment needs to be understood in order to explain the effectiveness of coordinated governance and to solve the riddle of balanced development in contemporary China.
