摘　　要：安全和发展是一体之两翼、驱动之双轮。党的二十届三中全会提出坚持系统观念,处理好发展和安全等重大关系,强调国家安全是中国式现代化行稳致远的重要基础,要强化一体化国家战略体系,增强维护国家安全能力。生态安全是国家安全的重要组成部分。当前,我们比历史上任何时候都要更加重视生态文明建设,推动我国生态环境保护发生历史性转变,取得历史性成就。但也要看到,一些地方和部门在实践中孤立地、断章取义地就环境论环境、就生态论生态,采取了“一刀切”式方法简单、态度粗暴的错误做法,对经济发展、民生福祉都造成了一定程度的损害。要认真学习研究和深刻把握党的二十届三中全会关于发展和安全的主旨要义、深刻内涵,在习近平经济思想与习近平生态文明思想指导下更好统筹高质量发展和高水平保护,实现高质量发展与生态安全的良性互动,着力推动绿色发展。Security and development are two wings of a body and two wheels of driving force. The Third Plenary Session of the 20th CPC Central Committee proposed to adhere to the systematic concept, properly handle the relationship between development and security, emphasized that national security is an important foundation for the steady and longterm progress of China's modernization, and stressed the need to strengthen the integrated national strategic system and enhance the ability to safeguard national security. Ecological security is an important part of national security.At present, we should attach more importance to the construction of ecological civilization than at any time in history, promote the historical transformation of China's ecological environment protection, and achieve historical achievements. However, it should also be noted that some localities and departments have isolated and taken out of context the issues of the environment and ecology, adopting simplistic and brutal “one-size-fits-all” methods, which have caused a certain degree of damage to economic development and people's well-being.Therefore, to properly explain the relationship between high-quality development and ecological security, not only pay attention to the strategic position of ecological security in national security, but also coordinate the relationship with high-quality development, is a major strategic task of the spirit of the Third Plenary Session of the 20th CPC Central Committee, and is an inherent requirement for building a harmonious coexistence between man and nature. It will help push high-quality development and high levels of protection to a higher level under the grand national strategy of “security and development”.On the new journey, we must earnestly study and deeply grasp the main thrust and profound connotation of the Third Plenary Session of the 20th Central Committee of the Party on development and security.
