关系——演化视角下海外归国人才对产业集群发展的影响机理

摘　　要：文章从关系经济地理学和演化经济地理学视角出发,构建海外归国人才对产业集群发展影响的机理分析框架,并以苏州生物医药产业集群为例进行验证与拓展。结果表明:(1)海外归国人才促进产业集群发展的过程分为初步嵌入、深化根植、全面影响、衰退弱化4个阶段,依次表现出点状嵌入、线状拓展、面状拓展、规模性衰退的特征,国际关系资本的正向推动作用先升后降,国内关系资本的作用由积极走向消极。(2)技术型、本土企业的海外归国人才主要依赖国内的关系资本推动产业集群发展,管理型、管理兼技术型及跨国组织的海外归国人才更依赖双重关系资本的协调联动。(3)海外归国人才的国际关系资本包括技术网络、市场网络,通过构建外部的“弱关系”推动产业集群的探索式创新;海外归国人才的国内关系资本包括制度网络、商业网络,通过加强内部的“强关系”推动产业集群的利用式创新。(4)海外归国人才双重关系资本存在互补效应和正向的循环累积因果关系,并通过声誉机制、扩散效应、择优链接机制、涌现突变机制推动产业集群更高效发展。From the perspectives of relational economic geography and evolutionary economic geography,this paper constructs the mechanism analysis framework of the impact of overseas returned talents on the development of industrial agglomeration,verifies and expands the case of Suzhou biomedical industrial agglomeration.The research results show that:1)The process of overseas returned talents promoting the development of industrial agglomeration is divided into four stages:initial embedment stage,deepening embedment stage,overall impact stage and decline stage,which successively show the characteristics of point embedment,linear expansion,plane expansion and scale decline.The positive promoting role of international relationship capital first increases and then decreases,while the role of domestic relationship capital changes from positive to negative.2)Overseas returnee talents of technology and local enterprises mainly rely on domestic relationship capital to promote the development of industrial agglomeration,while overseas returnee talents who belong to management type,management-technology type and multinational organization type rely more on the coordination and linkage of dual relationship capital.3)The international relationship capital of overseas returnee talents includes technology network and market network,and promotes the exploratory innovation of industrial agglomeration by building external"weak relationship".The domestic relationship capital of overseas returnee talents includes institutional network and business network,and promotes the utilization innovation of industrial agglomeration by strengthening the internal"strong relationship".4)The dual relationship capital of overseas returnee talents has complementary effect and positive circular cumulative causal relationship,and promotes the more efficient development of industrial agglomeration through reputation mechanism,diffusion effect,preferential link mechanism and emergence mutation mechanism.
