培育和壮大耐心资本推动新质生产力发展

摘　　要：加速推动资本要素资源向科技和产业创新领域集聚,对于催生以高技术、高效能、高质量为特征的新质生产力及其发展具有重要意义。本文从科技金融支持新质生产力发展角度出发,在理解耐心资本内涵的基础上,从资本形式上界定了耐心资本的特征和外延,并阐明了其对发展新质生产力的支撑与促进作用机制,论述了包括科技信贷、风险投资和股票融资在内的耐心资本全方位支持新质生产力发展的要义、要求和要点,最后就当前培育和壮大耐心资本提出若干政策建议。Accelerating the agglomeration of capital factor resources in the field of science and technology and industrial innovation is of great significance for giving birth to new quality productivity and its development characterized by high technology,high efficiency and high quality.From the perspective of science and technology finance to support the development of new quality productivity,on the basis of understanding the connotation of patient capital,this paper defines the characteristics and extension of patient capital from the form of capital,and clarifies its support and promotion mechanism for the development of new quality productivity,discusses the essence,requirements and key points of patient capital including science and technology credit,venture capital and stock financing to support the development of new quality productivity in an all-round way,and finally puts forward some policy suggestions for the current cultivation and expansion of patient capital.
