基于双层规划模型的绿色养老PPP项目定价研究

摘　　要：为保障绿色导向下机构养老PPP项目补贴与定价决策更加科学合理,以绿色导向和养老补贴作为机构养老服务定价决策研究的切入点,结合行业特征识别并构建绿色导向下机构养老PPP项目定价影响因素体系,基于双层规划构造出政府对养老机构分别进行供方补贴和需方补贴两种情景的模型,针对模型求解并进行敏感度分析和横向对比分析,并通过软件仿真分析验证模型的有效性和可行性。结果表明:政府的补贴力度与项目质量、社会资本收益成正相关;供需方补贴均存在优势区间,补贴方式的选择需要结合养老行业发展阶段来确定。以协助优化绿色养老PPP项目的补贴定价机制,促进机构养老服务行业绿色健康高质量发展。In order to ensure scientific and reasonable subsidy and pricing decision-making of institutional elderly care public-private-partnership(PPP)projects,green orientation and pension subsidy were taken as the entry point of the research on pricing decision-making of institutional elderly care services,and the system of pricing influencing factors of institutional elderly care PPP projects under green orientation was constructed by combining with the characteristics of the industry.The models of government’s supply-side subsidy and demand-side subsidy to elderly care institutions were constructed and solved based on the bi-level programming model.And sensitivity analysis and horizontal comparative analysis were carried out.Finally,the effectiveness and feasibility of the model were verified by software simulation analysis.The results show that:the intensity of government subsidies is positively related to project quality and social capital gains;there are advantage ranges in all the supply-side subsidies,and the choice of subsidy methods needs to be determined in combination with the development stage of the elderly care industry.the conclusion could optimize the subsidy pricing mechanism of green elderly care PPP projects and promote the green,healthy and high-quality development of the institutional elderly care industry.
