基于SEM老旧小区改造决策冲突影响机制研究

摘　　要：为减少老旧小区改造项目决策所导致的冲突、优化改造方案的制定过程,基于老旧小区改造项目决策的全过程视角,从政策环境、利益主体、决策模式、公众参与过程4个方面构建了指标体系,结合结构方程模型进行实证分析。结果表明,四类因素对减少决策冲突均有显著影响,政策环境从根本上影响了决策冲突,同时利益主体与公众参与过程直接影响决策冲突,决策模式对冲突有间接作用,各因素的影响程度不同。公众参与意愿、参与过程的完整性、参与程度及政府信息的公开程度是减少决策冲突的关键因素,需要重点加强以减少决策冲突。This research aims to reduce decision-making conflicts and optimize the process of making renovation plans for old districts.An index system was built based on the entire decision-making process in old district renovation projects,including factors from four aspects:policy environment,interest subjects,decision-making mode,and public participation process.Empirical analysis was conducted based on structural equation modeling.The findings demonstrate that all four types of factors have significant impact on reducing decision-making conflict:the policy environment has a fundamental influence;interest subjects and the public participation process directly causes conflict;the decision-making mode indirectly causes conflict;and the degree of influence of each factor varying.To lessen decision-making conflicts,it is important to increase the following factors:the public's willingness to engage,the transparency of the participatory process,the level of participation and the openness of government information.
