摘　　要：公共文化服务体系的发展,对于切实保障人民群众的基本文化权益、推动社会精神文明建设进程,具有深远意义。“十五五”时期我国公共文化服务体系的发展应立足科技革命新挑战、立足人口发展新常态、立足国家发展新战略、立足国际环境新变化。当前,基于服务质效不高、互惠力度不足等发展重难点问题,我国公共文化服务应在以下方面进行提升:加强公共文化服务供给,促进精神生活共同富裕;创新公共文化服务方式,纾解供需两端对接难题;拓展公共文化服务场景,赋能城乡空间扩容提质;统筹公共文化建设力量,夯实基层人才队伍根基。The development of the public cultural service system has profound significance for effectively safeguarding the basic cultural rights and interests of the people and promoting the process of social spiritual civilization construction.The development of China’s public cultural service system during the“15th Five-Year Plan”period should be based on the new challenges of technological revolution,the new normal of population development,the new national development strategy,and the new changes in the international environment.Currently,based on the development difficulties such as low service quality and efficiency,and insufficient reciprocity,China’s public cultural services should be improved in the following aspects:strengthening the supply of public cultural services,promoting common prosperity in spiritual life;innovating public cultural service methods to alleviate the difficulty of connecting supply and demand;expanding public cultural service scenarios and empowering urban and rural spatial expansion and quality improvement;coordinating the construction of public culture and consolidating the foundation of grassroots talent teams.
