摘 要:健全社会力量参与公共文化服务机制,是落实党的二十届三中全会精神,推动公共文化领域深化体制机制改革的重点任务之一。近年来,我国逐步构建了社会力量参与公共文化服务的制度体系,通过政策引导和制度保障,激发了社会力量的积极性和创造性,但是存在政府主导的“度”难以把握、社会参与的“质”难以保证、多方协同的“效”难以实现的问题。在“协同理论”的框架下,健全社会力量参与公共文化服务应当从4个维度入手:动力机制、决策机制、行动机制及保障机制,它们分别对于激发社会力量的参与热情、促进决策过程的科学性、确保行动执行的有效性以及保障过程的有序性与可持续性至关重要,同时也覆盖了社会力量参与公共文化服务的全过程。动力机制的改革方向是坚持公益性与鼓励创新性并重;决策机制的改革方向是理顺主体关系,构建协同网络;行动机制的改革方向是创新服务与管理机制,完善多元合作激励机制;保障机制的改革方向是提升保障能力,形成可持续发展的协同体系。The participation of social forces in the construction of the public cultural service system is one of the breakthrough key tasks for deepening the institutional reform in the public cultural field in the next stage.In recent years,China has gradually established a system for social forces to participate in public cultural services.Through policy guidance and institutional guarantees,the enthusiasm and creativity of social forces have been stimulated.However,there are problems such as the difficulty in grasping the degree of government leadership,difficulty in guarateeing the quality of social participation,and difficulty in achieving the effectiveness of multi-party collaboration.Under the framework of the collaborative governance,improving the social forces participating in public cultural services should start from four dimensions:driving mechanism,decision-making mechanism,action mechanism,and guarantee mechanism.They are crucial for stimulating the enthusiasm of social forces to participate,promoting the scientificity of the decision-making process,ensuring the effectiveness of action execution,and ensuring the orderliness and sustainability of the guarantee process.They also cover the entire process of social forces participating in public cultural services.The reform direction of the driving mechanism is to emphasizing both public welfare and encouraging innovation;the direction of reform in the decision-making mechanism is to streamline the relationships between entities and build a collaborative network;the reform direction of the action mechanism is to innovate service and management mechanisms,and improve diversified cooperation incentive mechanisms;the reform direction of the guarantee mechanism is to enhance the guarantee capability and form a collaborative system for sustainable development.
