摘  要:随着我国铁路货运分担率升高,铁路物流中心负荷量逐年增加。针对目前我国绿色铁路评价体系在货运场站部分及运营阶段存在空白的现状,为推动铁路物流中心绿色运营发展,响应建设近零碳货运场站的目标,研究一套针对我国铁路物流中心的评价指标体系和方法十分必要。首先明晰绿色铁路内涵及物流中心运营特点。在满足合理性、全面性、可操作性原则的基础上,建立以节能降耗、环境污染治理、生态环境、资源利用与管理、运营管理为4个目标层,分解得到8个准则层,最终具体至23个方案层指标的三级绿色运营评价指标体系;然后利用可拓层次分析法(EAHP)得到较为客观的各级指标权重,并依据指标性质各异、信息贫乏等灰色特性,选取灰色聚类法进行评价,从而构建基于EAHP赋权的灰色聚类综合评价模型;最后,以西北地区某物流中心为例进行应用,结果表明,该物流中心最大隶属度为0.3694,根据划分标准判断绿色运营等级为“良”,绿色运营程度中等偏上,经分析与实际情况基本相符,验证了所建指标体系及模型的可行性。With the increase of China??s railway freight share,the load of railway logistics centers also rises annually.Given the current gaps in China??s green railway evaluation system for freight stations and operational stages,it is essential to develop an evaluation index system and method tailored to China??s railway logistics centers to promote green operations and support the goal of building near-zero-carbon freight stations.First,the study clarified the concept of green railways and the operational characteristics of logistics centers.Based on the principles of rationality,comprehensiveness,and operability,a three-level green operation evaluation index system was established,with energy conservation and consumption reduction,environmental pollution control,ecological environment and resource utilization and management,and operation management as four objective layers,decomposed into eight criterion layers and further refined into 23 scheme layer indicators.Then,the extension analytic hierarchy process(EAHP)was used to obtain more objective weights for each indicator at all levels,and the grey clustering method was selected for evaluation based on the grey characteristics of the indicators,such as diverse characteristics and information scarcity,to construct a comprehensive evaluation model based on grey clustering weighted by EAHP.Finally,a case study was conducted at a logistics center in Northwest China,where results showed that the center??s highest membership value was 0.3694,classifying its green operation level as“good”and its green operation degree as moderately high.Analysis indicated consistency with actual conditions,verifying the feasibility of the established index system and model.
