内蒙古河套灌区农业节水问题新认识

摘  要:河套灌区是黄河上游的大型灌区,对黄河的依赖程度高。为探究水资源刚性约束下农业高质量发展的新路径,文章通过对河套灌区多年农业节水灌溉发展历程进行总结,客观评价灌区节水灌溉成效及存在的问题,指出可以通过进一步科学管理秋浇制度、科学制定灌区节水管控措施、优化地表水和地下水进行联合调度方案、加强渠沟配套和田间工程建设、广泛应用现代化农业节水新技术、提高农业从业人员综合素质以及改革水价、选育抗旱作物新品种等途径,保障区域水安全、生态安全,实现建设农业高质发展灌区的目标。As a large irrigation area in the upper reaches of the Yellow River,Hetao Irrigation District is highly dependent on the Yellow River.In order to explore a new route of high-quality agricultural development under the rigid constraints of water resources,this paper summarizes the development history of agricultural water-saving irrigation over the years in Hetao Irrigation District.The paper,in the mean time,objectively evaluates the effectiveness and existing problems of water-saving irrigation in the rrigation district.It is pointed out that by means of enhancing scientific management of the autumn irrigation,formulating water-saving control measures in the irrigation district,optimizing the scheme for jointly regulation of surface water and groundwater,enhancing the construction of irrigation canals and field ditches system,promotion of modern water-saving technologies in agriculture production,improving the comprehensive quality of agricultural practitioners,further reform of water prices,and breeding new varieties of drought-tolerant crops,the regional water security and ecological safety could be ensured,and the high quality development of agriculture in the irrigation district could be realized.
