高质量发展下社区慢病管理全面质量控制体系构建研究

摘　　要：目的:构建社区居民慢病管理全面质量控制体系,提高慢病管理质量。方法:基于全面质量控制(TQC)模型,从全方位、全过程、全人员三个层面分析社区慢病管理要素,构建社区慢病管理TQC体系。结果:社区慢病管理TQC体系包括全面控制和全面质量两大部分,前者从全方位、全人员、全过程层面展开,后者基于“生物-心理-社会”医学模式等制定质量控制体系。结论:社区慢病管理TQC体系的高效运行需要组建优质高效的社区慢病管理团队、规范数据管理、制定科学的绩效考核方案和反馈机制,从而不断提升社区慢病管理质量。Objective To construct a comprehensive quality control system for chronic disease management of community residents, and to improve the quality of chronic disease management. Methods Based on Total Quality Control(TQC) model, the elements of community chronic disease management were analyzed from three aspects of all-round, whole process and whole staff, and the TQC system of community chronic disease management was constructed. Results The TQC system for community chronic disease management included two parts:total control and total quality. The former was carried out from all-round, whole process and whole staff, and the latter was based on the "bio-psychological-social" medical model to develop a quality control system. Conclusion The efficient operation of TQC system for community chronic disease management needs to set up a high-quality and efficient community chronic disease management team, standardize data management, and formulate a scientific performance appraisal program and feedback mechanism, so as to continuously improve the quality of community chronic disease management.
