摘 要:人口老龄化使长期护理保险成为民生“刚需”。当前长护险试点取得积极进展,但也存在制度设计不统一、参保覆盖不充分、筹资方式不可持续、护理服务有效供给不足等问题。借鉴先行国家经验,提出长护险制度稳定成型的改革建议:推动制度全民覆盖,形成可持续的筹资机制,增加护理服务供给,提高护理服务质量,切实提升全民“老有所护”的基础保障能力。The improvement of the long-term care insurance has become an important measure to actively respond to the aging population in China. Currently, positive progress has been made in the pilot of long-term care insurance, but there are problems such as an inconsistent basic framework, insufficient coverage, unstable financing mechanisms, and inadequate service support. While drawing on the experience of leading countries, we should focus on unifying systems to accelerate the maturity and finalization of long-term care insurance,promoting universal coverage, balancing financing responsibilities, improving supporting service systems, and effectively enhancing the basic guarantee capacity of the elderly for all.
