摘 要:小型水库作为基层水利设施的重要组成部分,对于防洪、灌溉、供水、发电等方面发挥着不可替代的作用。然而,由于其数量众多、分布广泛、建设标准不一,导致长效管护机制存在诸多问题。深入探讨了小型水库长效管护机制中存在的问题,包括管护责任落实不到位、经费短缺、人员素质不高、管理制度不完善以及设施老化等。结合实际情况提出了具体的建议,旨在提高小型水库的管护水平,确保其安全运行和长期效益发挥。As an important component of grassroots water conservancy facilities,small reservoirs play an irreplaceable role in flood control,irrigation,water supply,power generation,and other aspects.However,due to its large quantity,wide distribution,and inconsistent construction standards,there are many problems with the long-term management and protection mechanism.In depth exploration was conducted on the problems existing in the long-term management and protection mechanism of small reservoirs,including inadequate implementation of management and maintenance responsibilities,lack of funding,low personnel quality,incomplete management systems,and aging facilities.Combined with the actual situation,specific suggestions are proposed to improve the management and maintenance level of small reservoirs,ensure their safe operation and long-term benefits.
