推动浙江省科技特派员制度走深走实的对策研究——基于815份科技特派员调查问卷的研究分析

摘　　要：科技特派员制度是习近平总书记于2003年在浙江亲自倡导、部署和推动的一项重要制度,是科技助力共同富裕的一项创举,旨在解决农民生产经营中的现实科技难题和培训适用技能。本文采用问卷调查形式,围绕科技特派员人员构成、服务绩效、政策保障以及困难与建议等内容,面向浙江省市各级科技特派员展开调研。调查结果显示,浙江省科技特派员工作在人才队伍建设、科技服务拓展以及助力乡村振兴等方面取得显著成效,在组团式帮扶、保障与激励政策落实、基层重视程度等方面还需进一步加大工作力度。下一阶段需要以更高标准、更大力度、更实举措推动浙江省科技特派员制度走深走实。The sci-tech special commissioner system is an important initiative personally advocated and promoted by President Xi Jinping in Zhejiang in 2003,serving as an innovative measure for leveraging science and technology to advance common prosperity.This paper adopts the form of questionnaire survey,focusing on the basic situation,service effect,policy guarantee,difficulties and suggestions of sci-tech special commissioners.The results show that the work of sci-tech special commissioners in Zhejiang province has achieved remarkable results in the construction of talent team,the expansion of science and technology services and the help of rural revitalization,there is still a need to further strengthen the work in the aspects of group assistance,the implementation of guarantee and incentive policies,and the degree of attention at the grassroots level,the next step is to promote the sci-tech special commissioners system in Zhejiang province to go deeper and solider with higher standards,greater strength and more practical measures.
