摘　　要：以粤桂九洲江流域中的中心城市为对象,基于流域中的城市社会经济以及水量数据,实证分析了流域中的城际生态补偿对上下游地级市产业发展产生的影响。研究结果表明,九洲江上下游产业受到的政策效应存在显著的异质性,现有的生态补偿力度不足,相关的政策未考虑机会成本的补偿,仍有诸多因素未被考虑在内。最后从促进流域中的城市产业可持续发展,实现生态政策的长效性等角度,对流域生态补偿政策提出了相关建议。Taking the central cities in the Jiuzhou River Basin of Guangdong and Guangxi as the object,based on the socio-economic and water quantity data of the cities in the basin,this study empirically analyzes the impact of intercity ecological compensation on the industrial development of upstream and downstream prefecture level cities.The research results indicate that there is significant heterogeneity in the policy effects on the upstream and downstream industries of the Jiuzhou River.The existing ecological compensation efforts are insufficient,and relevant policies have not considered compensation for opportunity costs.There are still many factors that have not been taken into account.Finally,from the perspective of promoting the sustainable development of urban industries in the watershed and achieving the long-term effectiveness of ecological policies,relevant suggestions were put forward for the watershed ecological compensation policy.
