空间与制度联系视角下的“深港都市圈”构建研究

摘  要:空间与制度联系的强弱愈发凸显区域一体化的成效。基于粤港澳层面近5000万人次的位置服务大数据,测算通勤率、通勤时间与通勤网络社群结构,并结合多维制度联系与跨界合作特征,探究深圳、香港地区及其邻近区域形成“深港都市圈”的可能趋势。空间联系的分析发现,通勤率指向的都市圈范围延伸至中心核的邻近区域;1小时小汽车通勤范围覆盖深圳、香港地区、东莞大部以及惠州临深片区;通勤网络方法检测到深、港、莞、惠的一体化社群。在制度联系维度上,深港两地在上级政府驱动与本级政府自发的共同作用下,开展了长期向纵深处发展的跨界合作,进一步强化了空间联系。基于此,将该地域设想为“深港都市圈”。而这一设想能否真正落地,将依赖于由两地行政长官推动的更高等级、更广领域、更深层次的跨界跨制度的区域一体化举措。Both spatial and institutional connections are key indicators to the regional integration in metropolitan areas.Leveraging location-based service big data of about 50 million commuters in the Guangdong-Hong Kong-Macao area,this study measures three indices(commuting rates,commuting time,and commuting network community)and traces related institutional cooperation.The spatial analysis indicates that commuting rates point to a boundary only expanding to nearby areas of the central core.The one-hour commuting boundary by car covers bigger surrounding areas.The community detection algorithm yields a computation boundary composed of Shenzhen,Hong Kong,Dongguan,and Huizhou city clusters.When zooming into institutional connections,the multilevel cross-border cooperation is found to heavily and positively affect the formation of this metropolitan region.These two methods confirm the"Shenzhen-Hong Kong Metropolitan Area"hypothesis including Shenzhen,Hong Kong,and their adjacent areas.However,higher-rank,broader-dimension,and deeper-level cooperation promoted by their Chief Executives is in a lasting need to move this vision from regime to landscape.
