基于生态价值观的“生态产业化”发展思路与规划方法探讨——以重庆市巴南区为例

摘　　要：“生态产业化”为生态文明时代破解经济发展与环境保护的两难困境指明了方向,它既是将“绿水青山”转化为“金山银山”的有效路径,也是实现新时代中国特色社会主义乡村振兴的必由之路,其内涵在于将沉没的生态资源经济价值化,实现“环境价值”与“经济价值”的最大化。结合重庆市巴南区战略研究实践,探讨“生态产业化”的重点实施地区和实现路径,指出生态价值观下的发展思路应实现从生态保护到兼顾利用,从规划蓝图到策划引导,从刚性管控到刚弹并举的转变。同时,提出“生态产业化”思路下“构建生态魅力体系-策划战略落地项目-指引下位分区建设”的三步走规划方法。"Ecological industrialization"has pointed out the direction for solving the dilemma between economic development and environmental protection in the era of ecological civilization.It is not only an effective path to transform"green mountains and clear waters"into"golden mountains and silver mountains",but also a necessary path to achieve the revitalization of socialist rural areas with Chinese characteristics in the new era.Its connotation lies in the economic value of sunken ecological resources,realizing the maximization of ecological"environmental value"and"economic value",This article combines the strategic research of Banan District in Chongqing to explore the key implementation areas and implementation paths of"ecological industrialization".It points out that the development ideas and planning methods under ecological values should achieve a transformation from ecological protection to balanced utilization,from planning blueprints to planning guidance,and from rigid control to both rigid and flexible approaches.At the same time,the"three-step"planning method of"building an ecological charm system-planning strategic implementation projects-guiding the construction of lower level zones"under the concept of"ecological industrialization"is proposed.
