摘  要:基于我国2011-2020年246个地级市面板数据,探讨政府数字化转型对城市碳排放效率的影响机制与路径。研究结果表明:(1)政府数字化转型会显著提升城市碳排放效率,在经过多种稳健性检验后依然成立。(2)样本异质性分析发现,在资源型城市、长江经济带城市及三四线城市中政府数字化转型对城市碳排放效率的提升作用更为突出。(3)缓解土地资源错配、刺激绿色技术创新、推动产业结构升级是政府数字化转型提升城市碳排放效率的主要路径。(4)“宽带中国”和“智慧城市”试点政策的落实均推动了城市碳排放效率的提升,且战略叠加呈现出明显的协同效应。Based on panel data from 246 prefecture-level cities in China from 2011 to 2020,this paper explores the impact mechanism and pathway of government digital transformation on urban carbon emission efficiency.The research results indicate that:(1)Government digital transformation significantly improves urban carbon emission efficiency,which remains valid after various robustness tests.(2)Heterogeneity analysis of the sample finds that government digital transformation has a more prominent effect on improving urban carbon emission efficiency in resource-based cities,cities along the Yangtze River economic belt,and cities of lower-tier levels.(3)Alleviating the misallocation of land resources,stimulating green technological innovation,and promoting industrial structure upgrades are the main pathways through which government digital transformation enhances urban carbon emission efficiency.(4)The implementation of"Broadband China"and"Smart City"pilot policies has both contributed to the improvement of urban carbon emission efficiency,with strategic overlays exhibiting a significant synergistic effect.
