万达开川渝统筹发展示范区农村集体经济产业发展建设研究

摘　　要：习近平总书记指出,产业振兴是乡村振兴的重中之重。农村集体经济产业发展建设是乡村产业振兴的重要抓手和必然选择。“万达开川渝统筹发展示范区”(以下简称万达开示范区)作为成渝地区双城经济圈建设的重要一环,具有重要战略意义,其在建设发展中任何短板都可能成为制约因素。长期以来,受地理条件、空间区位等因素影响,示范区内农村集体经济产业较成渝两地来说发展缓慢,长此以往势必会对万达开川渝统筹发展示范区建设产生消极影响。基于此,立足万达开示范区建设基础之上,抓住“农村集体经济产业”这一关乎农村产业与经济要素的角度,分析万达开示范区农村集体经济产业建设的成就及存在问题,从党建引领、媒介作用、资源整合、空间统筹、智力人才科技依托、市场资源配置、政策引导等几方面,提出扎实推进新农村建设、城乡经济一体化、农民农村共同富裕的实践路径,对促进万达开示范区经济发展,打造“成渝地区双城经济圈”东北翼振兴战略支点方面具有重要价值。The development and construction of rural collective economic industry is an important starting point and inevitable choice of rural industry revitalization.As an important link of the construction of Chengdu-Chongqing Economic circle,Wan-Da-Kai Demonstration Zone(short for Wan-Da-Kai Demonstration Zone of Sichuan-Chongqing Coordinated Development)is strategically significant,and any weakness in the construction and development may become a constraint.For a long time,due to the geographical conditions,spatial location and other factors,the rural collective economic industry in the demonstration zone develops slowly compared with that of Chengdu and Chongqing.In the long run,it is bound to have a negative impact on the construction of Wan-Da-Kai Demonstration Zone.Thus,based on the construction of Wan-Da-Kai Demonstration Zone,from the perspective of rural collective economic industry which is closely related to rural industries and economic factors,this paper has analyzed the achievements and problems of constructing rural collective economic industry in Wan-Da-Kai Demonstration Zone.From the aspects of party building guidance,media role,resource integration,special coordination,scientific and technological support of intellectual talents,market resource allocation,and policy guidance.Practical approaches are proposed to promote new rural construction,urban and rural economic integration。It is of vital value to promote the economic development of Wan-Da-Kai demonstration zone and to build a strategical fulcrum for the revitalization of the northeast wing of the Chengdu-Chongqing Twin-City Economic circle.
