主流媒体农业农村政策话语变迁及其演进逻辑——基于《人民日报》(1949—2023年)的文本分析

摘　　要：农业农村问题是中国社会的基本问题之一,政策是影响农业发展和农村建设的关键因素。以1949年至2023年《人民日报》涉农报道为研究对象,建立历时性文本语料库。运用文本挖掘、语义网络和可视化等方法,探析新中国以来农业农村政策核心话语体系的建构及全景式演变过程,以期深化对农业农村发展规律及政策变迁的认识。从话语网络、政策语境和社会实践三个维度对核心话语进行分析后发现,我国农业农村政策的调整与变迁主要围绕农村土地制度、经营方式、流通体制以及城乡二元结构等方面展开,主流媒体的政策传播与当时的社会经济形势、国家战略目标和农民群体需求相适应,政策的形成、延续和发展过程体现了历史逻辑、理论逻辑与实践逻辑的统一。Agricultural and rural policies are key factors affecting agricultural development and rural construction.Based on the agricultural reports published in People’s Daily from 1949 to 2023,we have established a comprehensive diachronic text database.Through the application of text analysis,semantic network analysis,and visualization techniques,this study aims to explore the construction and panoramic evolution of the core discourse system of agricultural and rural policies since the founding of the People’s Republic of China,in order to enhance our understanding of the underlying patterns governing agricultural and rural development and policy changes.After analyzing core discourse from the perspectives of semantic networks,policy contexts,and social practices,it is found that the adjustment and change of China’s agricultural and rural policies have mainly focused on the rural land system,management practices,distribution mechanisms,and the urban-rural dual structure.The disseminating policies through mainstream medias aligns with the prevailing socio-economic situation,national strategic goals,and the needs of farmers at that time.The formulation,continuation,and evolution of policies reflect the unity of historical logic,theoretical logic and practical logic.
