摘  要:全球气候变化与人类活动导致雨情、水情、工情和社情显著变化,使流域水问题更为复杂,防洪抗旱面临新的形势和挑战。本文以相思江流域为研究对象,对区域水系、水文及灾害特点进行了全面分析,在此基础上从平衡和孪生两个视角初步探讨了相思江流域水网工程体系的建设思路。建议在相思江流域水网工程规划过程中,合理平衡一般与重点、供给与需求的关系,存利避弊,通过组合方案,解决相思江流域防洪排涝问题,构建大环城水系,促进水资源优化配置;通过数字孪生水网建设,实现相思江物理与数字流域的同步仿真运行、虚实交互,构建洪涝干旱关键过程模拟预演平台,统筹行蓄洪关系,协调相思江本流域洪水关系及其与良丰河、洛清江的双向流动关系。研究成果可为数字水网建设提高流域防洪减灾能力、城市内河景观价值、流域水资源配置平衡提供借鉴。Global climate change,coupled with human activities,has led to significant alterations in rainfall patterns,water availability,infrastructure conditions,and societal contexts,complicating watershed management.Consequently,flood control and drought resistance face new challenges.This paper presented a comprehensive analysis of the Xiangsi River basin's river system,hydrological characteristics,and disaster features.Based on this analysis,the paper preliminarily explored the construction approach for the water network engineering system in the Xiangsi River basin from the perspectives of balance and twinning.It is recommended that the planning of the water network engineering within the Xiangsi River basin should balance the general and the specific as well as supply and demand,maximizing benefits and minimizing drawbacks.An integrated strategy should be adopted to address flood control and drainage issues,create an extensive urban water system,and facilitate the optimized distribution of water resources.The construction of a digital twin water network enables the synchronous simulation and virtual-physical interaction of the Xiangsi River's physical and digital basins.This facilitates the establishment of a critical process simulation and rehearsal platform for flood and drought events,coordinats the relationship between flood conveyance and storage,and harmonizes flood interactions within the Xiangsi River basin and its bi-directional flow dynamics with the Liangfeng River and Luoqing River.The research findings offer insights for enhancing the flood control and disaster reduction capabilities of digital water networks,improving the landscape value of urban rivers,and balancing water resource allocation in river basins.
