摘 要:智慧城市建设是推动城市创新、应对“城市病”现象的重要手段。以中国2001—2021年214个地级市为样本,基于国家智慧城市试点政策这一准自然实验,利用双重差分法,评估其对城市创新水平的影响,结果显示:(1)智慧城市试点政策可以显著提高城市创新效应,且实施时间越长,创新促进效应越强;(2)机制验证表明,智慧城市建设通过提升城市信息化水平、促进产业升级和提高市场化程度改善城市的创新水平;(3)政策效果对地理区位和等级不同的城市具有显著差异性。The construction of smart cities is an important means of promoting city innovation and ad-dressing the phenomenon of"urban diseases."Using a sample of 214 prefecture-level cities in China from 2001 to 2021,this study employs the national smart city pilot policy as a quasi-natural experiment and utilizes the difference-in-differences method to assess its impact on city innovation levels.The find-ings reveal that:(1)The smart city pilot policy can significantly boost urban innovation outcomes,with longer implementation periods resulting in stronger innovation-enhancing effects;(2)Mechanism verifi-cation shows that smart city development elevates city innovation levels by improving urban informatiza-tion,facilitating industrial upgrading,and increasing marketization;(3)The policy effects display nota-ble variations across cities with different geographic locations and hierarchical levels.
