基本公共服务有助于缓解流动人口家庭的经济相对贫困吗——基于微观家庭视角的分析

摘　　要：流动人口是当前我国相对贫困治理的重点关注对象。利用2017年中国流动人口动态监测数据与2016年284个地级市面板数据,实证分析基本公共服务与城镇流动人口家庭经济相对贫困的关系发现:流入地政府所提供的基本公共服务对城镇流动人口家庭的经济相对贫困产生显著负向影响,基本公共服务供给水平越高,流动人口家庭陷入经济相对贫困的风险越低;流动人口家庭的人口结构状况和资源禀赋条件都会显著影响基本公共服务对流动人口家庭经济相对贫困的作用,流动人口家庭的抚养负担越重、资源占有越优,基本公共服务缓解贫困的效应也越明显。基于此,建议进一步提升基本公共服务供给水平、推行数字赋能的管理和服务模式、构建相对贫困流动人口家庭援助机制,更好地发挥基本公共服务的相对贫困治理效应。Migrant populations are currently a key focus in China's governance of relative poverty.Using the data of the China Migrants Dynamic Survey in 2017 and the panel data from 284 prefecture level cities in 2016,this study empirically analyzes the relationship between basic public services and the relative economic poverty of urban migrant families.The results show that the basic public services provided by the destination governments have a significant negative impact on the economic relative poverty of urban migrant families.The higher the level of basic public service provision,the lower the risk of migrant families falling into economic relative poverty.The household demographic structure and resource endowment conditions of migrant families significantly affect the role of basic public services in alleviating the economic relative poverty of migrant families.The poverty alleviation effect of basic public services is more pronounced for families with heavier support burdens and better resource endowments.Based on these findings,it is suggested to further enhance the supply level of basic public services,implement digital-enabled management and service models,and establish assistance mechanisms for relatively poor migrant families,so as to better play the relative poverty governance effect of basic public services.
