杭州政府主导型特色小镇发展模式与路径研究

摘　　要：特色小镇是促进城市经济转型升级的窗口,研究其发展路径与模式具有重要现实意义。文章以杭州市政府主导型特色小镇为研究对象,深入研究玉皇山南基金小镇的发展路径和模式,发现其驱动主体主要为政府和企业、驱动产业主要为金融服务业、融资依赖政府和企业的共同作用。基金小镇的成功主要源于政府对金融产业发展进行了精准的顶层设计、科学的规划和玉皇山良好的区位条件。Characteristic town is a window for promoting urban economic transformation and upgrading,and studying their development paths and models has important practical significance.This paper takes the Hangzhou Municipal Government led characteristic town as the research object,and deeply studies the development path and model of Yuhuang Mountain South Fund Town.It is found that its driving entities are mainly the government and enterprises,the driving industry is mainly the financial services industry,and financing relies on the joint action of the government and enterprises.The success of Fund Town mainly stems from the government's precise top-level design for the development of the financial industry,scientific planning and the favorable location conditions of Yuhuang Mountain.
