海外学者视角下的中国乡村振兴战略:实施动因与成效

摘　　要：实施乡村振兴战略是党中央作出的重大决策部署,受到海外学界的持续关注和研究。海外学者的研究具有极强的实用主义目的,重在剖析中国实施乡村振兴战略的动因,评估乡村振兴战略的实施成效以及展望乡村振兴战略的未来前景。在海外学者看来,新时代中国共产党的使命担当、重塑中国城乡关系和应对复杂多变的国际形势是中国实施乡村振兴战略的主要原因。中国乡村振兴战略的实施不仅提振了新时代中国经济的发展,推动了新时代中国社会的伟大变革,而且极大地助推了新时代中国的文化传承。归因于世界农业发展的日益数字化趋势等因素,中国乡村振兴战略的未来发展有着前所未有的机遇,但也需要解决推进乡村振兴过程中产生的环境问题,需要平衡如土地用途调整与保障粮食安全的关系。总体来看,海外学者对中国乡村振兴战略的认知以肯定为主,并且从国内和国际两个层面提出了进一步推进乡村振兴战略的建议。然而受多种因素的影响,海外学者对乡村振兴战略实施过程中出台的部分政策的意图仍存在一定的误解和错误认知,需要在对外传播中主动予以回应、批驳和积极引导。Implementing the Rural Revitalization Strategy is a major decision made by the CPC Central Committee,which has received continuous attention and research from overseas academics.The overseas scholars’research has a strong pragmatic purpose,and their focus is on analyzing the motivations,evaluating the effectiveness and looking into the future prospects of China’s rural revitalization strategy.From the perspective of overseas scholars,the main reasons for the implementation of China’s rural revitalization strategy are the mission of the Communist Party of China(CPC),the reshaping of China’s urban-rural relations and the response to the complex and changing international situation in the new era.Implementing China’s rural revitalization strategy has boosted China’s economic development,promoted great changes in Chinese society,and greatly contributed to China’s cultural heritage in the new era.Due to ever increasing tendency of digitalization in world agriculture,there are unprecedented opportunities for the future development of China’s rural revitalization strategy on the one hand and there are also challenges such as environmental issues and the relation between land use and food security.In general,overseas scholars’cognition of China’s rural revitalization strategy is mainly affirmative,and they put forward suggestions for further promoting the strategy from domestic and international aspects.However,affected by various factors,there are certain misunderstandings and misconceptions among overseas scholars on the motivations of policies on China’s rural revitalization strategy,which needs to be actively responded,criticized and led in the process of external communication.
