摘  要:霍邱县水库自动测报系统经过农村基层防汛预报预警体系和水库雨水情自动测报系统项目建设,已经实现了县域中小水库全覆盖。经几年的运行,发现测报系统在设备更新迭代及后期维护、设备电源配备及研发技术、系统正常预警和运行管理、数据开发利用和系统集成等诸多方面仍存在一定问题,文章针对上述问题,主要从强化系统的开放性、强化技术的先进性、强化宣传的广泛性、强化人机的互动性等4个方面进行研究,以期实现软硬件端口设置标准化,减少数据采集设备的故障率,增强群众生命至上的责任心和提升水旱灾害防御服务水平,使其充分发挥预报预警的功能,更好地实现应急响应和精准调度,确保库区人民群众生命财产安全。The automatic reservoir monitoring and reporting system in Huoqiu County has achieved full coverage of small and medium-sized reservoirs through the establishment of the rural grassroots flood control forecasting and early warning system,as well as the reservoir rainwater automatic monitoring and reporting system.After several years of operation,certain issues have been identified in areas such as equipment update iteration and subsequent maintenance,power supply for equipment and R&D technologies,normal system warnings and operational management,data development and utilization,and system integration.This paper focuses on addressing these issues by enhancing the system's openness,technological advancement,extensiveness of publicity,and interactivity between humans and machines.The aim is to standardize the settings of hardware and software interfaces,reduce the failure rate of data collection equipment,strengthen the sense of responsibility for prioritizing human life,and elevate the level of flood and drought disaster prevention services.This will enable the system to fully leverage its forecasting and early warning capabilities,better facilitate emergency responses and precise scheduling,and ensure the safety of people's lives and property in the reservoir area.
