摘 要:[目的/意义]智库建言是高校社会服务职能的重要体现。能否将高校擅长的学术研究有效转化为智库建言,是高校回应党和国家事业发展需要、服务国家重大战略需求的关键。[方法/过程]本文借鉴知识供应链理论,提出高校学术研究向智库建言转化的知识供应链模型,结合样本,分析了当前高校开展智库建言、服务国家战略过程中不同转化阶段的堵点问题。[结果/结论]本文提炼出价值观念、科学方法、制度设计和管理运行四个维度,剖析学术研究向智库建言转化不同阶段的内在机制,为提升学术成果转化效率、提高转化质量提供建设思路和参考。[Purpose/Significance]Think tank recommendations are an important reflection of the social service function of universities.Whether universities can effectively transform their academic research expertise into think tank recommendations is the key for them to respond to the development needs of the Party and the country,and serve the major strategic needs of the country.[Method/Process]This article draws on the theory of knowledge supply chain and proposes a knowledge supply chain model for the transformation of academic research in universities into think tank recommendations.By analyzing case studies,it examines the bottlenecks at various stages of this transformation process,focusing on how universities contribute to think tank recommendations and support national strategic needs.[Result/Conclusion]This study identifies four dimensions of values,scientific methods,organizational system design,and management operation,and analyzes the internal mechanism at different stages of transforming academic research into think tank recommendations.These findings provide insights and practical guidance for improving the efficiency and quality of academic achievement transformation into policy recommendations.
