摘　　要：[目的/意义]与科技融合发展,是中国特色新型智库在新发展阶段的重要方向。以中国科学技术协会为代表的群团组织肩负着党和政府联系科技工作者桥梁和纽带的职责。其充分发挥团结引领科技工作者的作用,引导激励科技工作者通过资政建言服务党和政府科学决策。二者之间的互动模式具有较强的代表性和推广意义。[方法/过程]本文通过对国内外代表性案例和文献分析,原创性界定“科技群团智库”的概念,梳理群团组织的作用机制,探索性搭建科技群团智库与科技工作者的互动模型。[结果/结论]科技群团智库团结引领科技工作者从“平台支撑、网络连接、行动引领”三方面发挥智库功能,科技工作者则主要通过成果产出、专业研判、战略谋划支撑智库高质量发展。在此基础上,本文结合科学技术协会系统的实践,剖析当前科技群团智库发展中存在的问题,提出优化建议。[Purpose/Significance]The integration of science and technology represents a crucial direction for the development of new-type think tanks with Chinese characteristics in the new era.The people’s organizations represented by the Association for Science and Technology play a key role as a bridge connecting the Party and the government with the scientists and technicians.These organizations fully leverage their role of uniting and leading the scientists and technicians,guiding and stimulating them to serve the party and the government through scientific decision-making.The interactive mode between them has strong representativeness and promotion significance.[Method/Process]This article introduces an original definition of the concept of“technology think tanks”by analyzing representative cases and literature both domestically and internationally,outlines the mechanism of group organizations and explores the interactive model between technology think tanks and scientific professionals.[Result/Conclusion]The model of scientific and technological group think tanks uniting and leading scientific professionals operates through three main pillars:platform support,network connection and action guidance.At the same time,technology workers support the development of think tanks through achievement output,professional analysis and strategic planning.Combined with the practice of the Association for Science and Technology,the problems existing in the development of the scientific and technological group think tanks are analyzed,and suggestions are put forward optimization.
