摘  要:[目的/意义]在全球能源转型和应对气候变化的背景下,氢能已成为众多国家实现可持续发展目标的战略选择。氢能项目作为氢能政策落实的直接载体,可反映国家的部署重点与发展意图。挖掘重点国家氢能项目数据的技术主题分布与演化趋势,揭示其氢能布局重点与演化路径、洞察氢能前沿发展方向与技术优势,可为我国谋划氢能产业发展路径提供有力借鉴。[方法/过程]本文以欧盟研发框架计划2000—2023年的氢能项目数据为分析对象,基于政策信息学视角,通过高频词共词分析和主题聚类方法,识别欧盟氢能政策高度关注的技术主题;通过前沿主题测度和战略坐标图分析,揭示欧盟氢能技术主题的前沿分布;通过点积余弦相似度计算主题间相似度,分析技术主题演化趋势并识别演化主路径。[结果/结论]研究发现,电解制氢、气氢储运、Power-to-X、风光制氢、电氢耦合是欧盟氢能政策最为聚焦的新兴前沿技术主题。主题演化呈现出从制氢技术向Power-to-X系统融合、构建以气氢储运为核心的泛欧供应体系、燃料电池技术向电氢耦合发展的总体特征。这主要受益于欧盟立足北海风电优势发展绿氢产业和Power-to-X,以及依托既有天然气基础设施降低氢储运成本。本研究为我国氢能产业发展提供3点建议:持续推动可再生能源多能互补的氢能供应体系;加强制氢关键技术研究,推进氢能多元应用和电氢耦合;因地制宜发展氢能产业,促进区域协调发展。[Purpose/Significance]Amid the global energy transition and climate change mitigation efforts,hydrogen has emerged as a strategic choice for many countries to achieve sustainable development goals.By analyzing the distribution and evolution of technical topics in hydrogen projects,which serve as direct carriers of policy implementation,we can gain insights into government funding priorities,grasp technological trends,and optimize resource allocation,thereby facilitating the development of the hydrogen industry.[Method/Process]Based on the policy informatics perspective,this study analyzes the EU’s hydrogen energy project data from the Research and Innovation Framework Programmes between 2000 and 2023.Utilizing high-frequency word co-occurrence analysis and topic clustering,the study identifies the technological topics highly focused on in the EU’s hydrogen energy policy.Through the construction of frontier topic measurement indicators and strategic coordinate analysis,the study reveals the frontier distribution of EU hydrogen energy technology topics.By calculating the cosine similarity between topics using dot product,the study analyzes the evolution trends of technological topics and identifies the main paths of evolution.[Result/Conclusion]The research finds that electrolytic hydrogen production,hydrogen storage and transportation,Power-to-X,wind and solar hydrogen production,and electricity-hydrogen coupling are the most focused emerging frontier technological topics in the EU’s hydrogen energy policy.The topic evolution presents overall characteristics of shifting from hydrogen production technologies to Power-to-X system integration,constructing a pan-European supply system centered on hydrogen storage and transportation,and developing fuel cell technology towards electricity-hydrogen coupling.This is mainly attributed to the EU’s development of a green hydrogen industry and Power-to-X based on its North Sea wind power advantages,as well as reducing hydrogen storage and transportation costs by lever
